Foreign Office, November 5, 1907. I TRANSMIT to you herewith copies of two despatches which I have received from His Majesty's Ambassador at Tokio, inclosing despatches from the British Vice-Consul at Dairen relative to the possibility of the exercise by the Commissioner of Customs at Dairen of discrimination in favour of his own countrymen to the detriment of foreign merchants.

I shall be glad if you will explain to me what is meant by the system of "extra-Treaty privileges" alluded to in the third paragraph of Mr. Parlett's despatch of the 24th September.
